On September 11, 2025, the Manipur government issued an order prohibiting the use, carrying, or display (“brandishing”) of air guns in Churachandpur district. The ban was imposed with immediate effect and will remain in force until further notice. The directive comes under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, and was issued by District Magistrate Dharun Kumar S. It is part of heightened security measures ahead of a possible visit by Prime Minister Narendra Modi, reportedly scheduled for September 13. (The Siasat Daily)

The order states that air guns, if used or carried, may cause alarm, confusion, or pose a potential security threat during VVIP movement. Enforcement has been tasked to the Churachandpur police, and violations will incur action under relevant provisions of law. (The Siasat Daily)

Why This Matters

  • First Visit Since Ethnic Violence: This will be PM Modi’s first visit to Manipur since May 2023, when deadly ethnic clashes erupted between the Kuki and Meitei communities. Over 250 people were reportedly killed and thousands displaced during those clashes. Churachandpur is a major Kuki stronghold. (The Siasat Daily)
  • Security vs Normalcy: The ban on air guns is one among several security precautions being put in place, including bans on drones and aerial devices in Churachandpur. These measures indicate the government’s intent to avoid any incidents that could disrupt the visit or lead to unrest. (The Economic Times)
